Council to buy company for
bin collection service
MOVES to establish a new company to
operate Liverpool's waste collection and recycling services are set to take a
major step forward.
In July 2015 the cabinet agreed to establish a Local Authority Trading Company (Latco)
to deliver the service, as a way of cutting costs by an estimated £1m a year and
achieve a 55% recycling rate by 2020.
Now the cabinet is being recommended that the Council acquire the shares of the
joint venture company Enterprise Liverpool Ltd (ELL) and its existing fleet as
being the quickest and most economical way of establishing a Latco.
The Latco would also include the contracts for the grounds maintenance service.
Enterprise Liverpool Limited (ELL)is a joint venture between the City Council
and Amey plc, of which the Council currently holds a 20% share. Its contract for
refuse collection was awarded in 2008 for 7 years and ends in November 2015.
The existing workforce, with the support of the Unions, put forward the proposal
for a Latco arguing that it will allow the Council more flexibility in the
service to improve performance and reduce costs.
The report allows the acquisition of the 80% of the shares from Amey creating a
legal framework for the LATCO and purchase from Amey of the existing vehicles
used to deliver the service: 6 trade waste vehicles and 36 bin wagons. The
report also authorises the lease of the company's base of operations to allow
the service to continue without disruption.
Councillor Steve Munby, Cabinet Member for Neighbourhoods, said:- "Our
overriding aim is to ensure that the City's residents have a top quality
service, a high performing refuse and recycling collection service.
We now have the opportunity to introduce a service that the workforce and
Council believe in, one that works together. The new proposed service
arrangements will support us in reaching our aspirations and our recycling
target.
These legal agreements allow us to move to the new company in a quick and
efficient way. We are confident that the changes we have agreed with the
workforce will deliver savings of £1 million a year in running costs and help us
reach our recycling target of 55% by 2020.
The icing on the cake is that we will bring the Grounds Maintenance contract
into the LATCO three years before the contract would have finished. This is
costing us £3 million a year at present and I believe there is scope for
considerable savings."
The new contract, which covers 216,000 properties, comes into operation on 7
November 2015.
The recommendation and was considered by the cabinet on 30 October 2015.
Plan to complete Granby
Four Streets regeneration
A plan to complete the regeneration
of Liverpool's Granby Four Streets is being put forward. Work is already
well underway on 77 of the Victorian terraced properties in the area thanks
to a variety of schemes driven by the City Council, housing associations and
the local community.
On Friday, 30 October 2015, the Council's Cabinet will be asked to approve an
offer to the owners of 34 properties to carry out improvements to the
frontages of their homes.
Also in the pipeline is the refurbishment of homes on Ducie Street, while
the remaining five houses that need work on Cairns Street are set to be
transferred to a housing co-operative.
Work is already taking place on Cairns Street and Jermyn Street where 38
properties are being refurbished by Liverpool Mutual Homes (LMH); 10 have
been handed over to the Granby Community Land Trust; 5 are part of the
Council's innovative Homes for a Pound scheme. In addition, 24 properties on
Beaconsfield Street are currently being improved by Plus Dane.
Councillor Frank Hont, Cabinet member for housing, said:- "Anyone who
has been down to the Four Streets recently knows that it is a hive of
construction activity with a huge amount of work going on, and the area is
literally being reborn.
The turnaround in the area in a short space of time has been little short of
remarkable, and huge thanks must go to our partners and the local community
for working with us positively to come up with a new plan after many years
of false dawns.
We are now at the stage where we want to bring the remaining homes in the
neighbourhood up to scratch, which is why we are proposing offering
financial assistance to owners to carry out improvement works on things like
brickwork, windows and roofing. We are hoping it will encourage the owners
of the small number of empty privately owned properties to bring them back
into use.
We are also working up a plan to improve the remaining vacant properties on
Ducie Street to complete the much needed regeneration of this area of the
City.
It is fantastic that this area is attracting so much positive international
attention, and we are immensely proud that the Community Land Trust's
project on Cairns Street has not just been nominated for this year's Turner
Prize but is also in the running for Street of the Year at the Urbanism
Awards."
The cost of the work on the frontages is coming from a mix of Empty Homes
funding and the City Council. If owners sell the property within 10 years
they have to repay the full cost of the work.
